David Starr, principal of Clermont, LLC., is an advisor to the real estate industry on finance and development. Mr. Starr pioneered the marketing and placement of tax-exempt bonds for the acquisition and development of multifamily housing projects. He has become one of the largest providers of development capital debt on both rated and unrated bases throughout the Southwest and Southeast with over $1 Billion in funded transactions.

Mr. Starr is also the visionary for the ultra-successful development of Vantage Communities, a Class-A, multi-family product with over 25 completed developments and an ongoing pipeline of additional sites throughout the United States.

In 2015 David Starr organized a Texas entity Ameri-Link Capital, and EB-5 Regional Center which has successfully raised equity and debt capital from foreign investors for development project in the United States. Ameri-Link Capital subsequently has organized additional centers in New York, New Jersey, Ohio and Illinois.

Since 1999 Mr. Starr has been president of American Opportunity for Housing, Inc. (AOH) as well as the American Agape Foundation, Inc. Both of these non-profits are developers and providers of over 15,000 units of affordable housing as well as providing numerous social service programs for the tenants. These successful programs also partner with local and regional non-profits like food banks and Catholic Charities.

Mr. Starr has been involved with numerous public agencies and trade organizations over the years. He has been an Advisory Board Member of the Rural Rental Housing Association; the National Multifamily Housing Board; the Howard University advisory committee; and the South Texas Blood and Tissue Center Board. Mr. Starr was appointed in July 2013 to the Alamo Regional Mobility Authority, he currently serves as their treasurer.

MATTHEW STARR

Matthew Starr earned his undergraduate degree from Syracuse University and a master’s degree in urban policy/planning from the New School University located in New York City.

Matthew has been instrumental in the development of over 10,000 units of affordable housing as well as 40 plus developments of new construction market rate housing across the United States. In 2018 he created Foresight Asset Management company a multifamily management company that now operates in 7 States with over 200 employees.

Mr. Starr has been involved in the development and new construction of over 5,000 Class A units of multifamily throughout the United States.

His goal at Foresight Asset Management is to take the innovative approach of running asset costs efficiently and applying his owner centric knowledge to the third-party owners.

CARLOS CLAVIJO
DIRECTOR OF CONTRUCTION & NEW DEVELOPMENT

Carlos oversees and coordinates the land acquisitions and pre-development process with regional market research team members, engineers, architects, as well as general contractors. Carlos also leads the rehab work for existing portfolio of assets under Foresight Asset management.

Apex is a US based real estate investment management firm with a strong track record of core-plus, value-add and opportunistic investment strategies across asset classes. The principals of the firm have extensive experience investing on behalf of US institutional investors, foreign investment firms and US high net worth investors.

Serge is responsible for all aspects of portfolio and asset management, including analyzing investment performance, driving revenue, development oversight, third party hires and dispositions.

Prior to Apex, Mr. Fanning was a Vice President, Asset Management, of Lowe Enterprises Investors responsible for the asset management of more than $1 billion in properties, including multi-family, senior living, office and industrial. Previously Mr. Fanning worked in the asset management and acquisition departments for Grosvenor Fund Management and its predecessor Legg Masson Real Estate Services. 

Education: LaSalle University.

MARK MARGOLIS
VICE PRESIDENT,
APEX CAPITAL INVESTMENTS CORPORATION

Mark brings over 7 years of commercial real estate acquisitions, asset management and investment sales experience. Immediately prior to joining Apex, Mark was in an associate role at GoldOller Real Estate Investments, an investment manager based out of Philadelphia with a portfolio of over 16,000 units owned and over 40,000 units managed.

Mark concentrated on multifamily acquisitions for both US institutional and foreign investors as well as portfolio financing. Prior to GoldOller, Mark worked on a Philadelphia-based multifamily investment sales team at Newmark and prior to that was in an acquisition and asset management role for the Los Angeles-based investment management firm, Lowe Enterprises Investors. 

Education: B.S. in Finance with a minor in Accounting from Clemson University.

Apex is a US based real estate investment management firm with a strong track record of core-plus, value-add and opportunistic investment strategies across asset classes.  The principals of the firm have extensive experience investing on behalf of US institutional investors, foreign investment firms and US high net worth investors. 

Prior to Apex, Mr. Gaghan was a Senior Vice President, Acquisitions, of Lowe Enterprises Investors responsible for acquisition and portfolio management of residential and commercial assets in the firm’s separate accounts, Pennsylvania SERS and Ohio PERS, and joint ventures, Kuwait Finance House and Dimah Capital. 

Responsibilities included sourcing new investment opportunities, as well as, oversight of annual asset and portfolio strategic plans focused on optimizing investment performance, asset dispositions and debt financing.  Mr. Gaghan has acquired in excess of $1.1 billion in US real estate on since 2012. 

Previously Mr. Gaghan was responsible for residential, senior housing and medical office acquisitions for Grosvenor Fund Management. While at Grosvenor Mr. Gaghan managed a $100 million residential investment fund which focused on distressed for-sale condominium and single-family communities.  Prior to Grosvenor, Mr. Gaghan served as a real estate lending officer at National City Bank, Mellon Bank and Wells Fargo.

BRYAN TUOHY
CONTROLLER,
APEX CAPITAL INVESTMENTS CORPORATION

As Controller, Bryan is responsible for overseeing the firm’s financial reporting, budgeting, auditing, tax preparation and treasury services. Prior to Apex, Bryan was Director of Accounting at Rubenstein Partners, a vertically integrated private equity real estate fund manager specializing in value-add, Class-A office with $3 billion of assets under management (AUM). Responsibilities included financial reporting, loan compliance, audit preparation and treasury services.   

Previously Bryan held multiple positions at Liberty Property Trust, a publicly traded real estate investment trust (REIT).  Most notably, Bryan was a key member of Liberty’s development team for the $1.2 billion dollar Comcast Technology Center. 

Bryan is an active Certified Public Accountant (CPA)in the Commonwealth of Pennsylvania.

SONNY KNOX

Sonny spent most of his career working for a global construction firm that was consistently ranked among the top 10 general contractors by ENR. He has also been a co-owner of a commercial construction company and worked for another large commercial construction company where he was able to sharpen his business skills to lead them to success.

His passion to take all his knowledge gained working with reputable companies is what has led to the start of Ox Consulting. “Paying-it-forward” is what drives him and has led to his successes throughout his career.
